TheDhofar Power Consortium (DPS) has hired a third bank to lead arrange a $232 million non-recourse loan to fund a power project at Salalah, Oman, and hopes to launch syndication in late September. A banker involved in the deal says local lender Bank Muscat has joined Westdeutsche Landesbank andBNP Paribas as a lead arranger. The leads are looking to hold bank meetings in London and Muscat, Oman, during the last week of September, but last week's New York and Washington terrorist attacks could delay proceedings, says the banker.

Bahrain's Ministry of Finance is expected to select lenders this month to fund the expansion of Al Hidd from a 240 MW, 4.7 million gallon facility to a 750 MW, six million gallons power and water desalination plant, say project financiers. "The Bahrain authorities have been blitzed with proposals varying from multi-tranche corporate loans to long-term non-recourse loans. It has said it would select banks shortly after picking a contractor," says a London-based financier. Last month the MoF hired Alstom Power to undertake the expansion project. It was selected ahead of Enel, Siemens and AES (PFR, 6/11).
